Milestone M27 updates

Let's go through what we got done in Milestone M27 (Dec 30 - Jan 12).

Again, M27 was all about housekeeping and bug fixes. The common theme around the bugs was fields and features related to date and time.

Bug fixes

• Fixed issues with filtering forms by last updated timestamp.

• Fixes issues with filtering submissions by date responses.

• While exporting the submissions to Google Sheets, we convert the time and date fields to the form creator's time zone.

• Fixes issues with conditional logic evaluation for date time responses.

• Updates the answer format for time tracker responses.

• Fixes issue where matrix responses weren't preserved on page reload (#12471)

• Fixes issues where sub-header overlaps with navigation header for message templates
